Racidon P. Bernarte is currently the Director of PUP Research Management Office where he handles the research program of the University. He is also a full-time faculty of the Broadcast Communication Department of the College of Communication and Program Head of bachelor in Communication Research program. Prior to his present position, he was the Research Coordinator of College of Communication, College of Engineering and College of Architecture and Fine Arts at the same time served as Chief of the Research Office of COC and Accreditation Coordinator. He also connected with the House of Representatives as Political Affairs Officer III and Assistant Program Manager of Soriano Holdings Corporation. Prof. Bernarte completed his MA in Communication Research at the University of the Philippines. He was a consistent honor student and scholar during his years in PUP where he graduated Magna Cum Laude in 1999. At present, he is completing his Doctorate in Educational Management also in PUP.

Prof. Bernarte has been part of various institutional researches in the University and other research projects sponsored and commissioned by other government agencies and private institutions. He has written modules and other instructional materials in communication, media and humanities. His areas of expertise include communication research, media literacy and communication technology. He is currently the Adviser of the Communication Society and the BroadCircle and a Co – Adviser of the COC Students Organizations.
